California draw lotteries are parimutuel things, and only the jackpot is shared with the other states in the MLS organization. Each MLS member agrees to put a share of the gross into a pot, but that share is but a small fraction of the sold tickets.
The rest of the revenue from ticket sales in California goes to school funding (about half of the revenue), and the remaining value gets put into the pools for the various smaller prizes.
That’s why the 5-ball win in California is sometimes much smaller than the standard $1M Powerball value in other states, and at other times much larger. The 5-ball value the last time PB got to high values ended up with a cash value of over $4M IIRC.
Anyway, that is why there are not fixed values for the lottery draw games, in California.

The system works to assist millionaires and billionaires achieve their success. The current system also benefits them after they attain wealth via massive tax breaks to keep their wealth as a percentage compared to the average middle income taxpayer.

My neighborhood has aged, and my wife cannot keep herself from eating the candy, sugar issues, so we hide out as well. When my boys were younger there was much more kids around and this area had lots of people who decorated and gave out candy.

I just lit my pumpkins. Sun doesn’t go down for a while yet but I like to get them warmed up so they glow early…had my first group of neighborhood kids too. Had to go outside and call them because they got distracted by my across the street neighbor in his Obi-Wan outfit and started back down the street without knocking.
