I think you’re pretty close there, however I believe it’s more a fear of choices than a fear of progress.

With with freedom comes choices, with choices comes responsibility. Despite all the talk about “personal responsibility”, I think many people are terrified of it. If someone else is making decisions for you, then THEY are responsible for any unfortunate outcomes as you were simply following orders. If you have to make your own choices, then you lose the ability to blame someone else for your failures and/or unhappiness.
