Not explicitly. The memo just states that Barr would feel the need to “address it in federal court”. That said, I wouldn’t put it past these assholes, especially with Trump already Tweeting that he’d be willing to let the blue states hang on the vine and let them die without any federal assistance because they hurt is fucking fee fees.
