Unless the Democrats have the balls to end the filibuster, which I’m not expecting, they will have to do it all with one reconciliation bill next year, then another in 2022.
that’s a good point. It seems to me that I researched this a little, years ago, and discovered that when filibusters became procedural, it was in a long era when Democrats controlled healthy majorities—sometimes super-majorities—in the Senate, and we could be generous. I wouldn’t be completely surprised if the rules get changed to go back to “talk for as long as you can” filibusters.
