Sounded so familiar. It is a Poul Anderson story from 1967 called Day of Burning. It featured another one of his characters David Falkyn, who I beleive came from the next civilization after Flandry’s.

I like to think that I would remember if Poul Anderson was the author.
Now I gotta go and see if i can find this particular volume, if only to see who is the author.
