They haven’t.

The total number of cuts amount to 5% reduction in the workforce. The issue was no one called the snow emergency, so no one bothered to get all hands on deck before the teeth of the storm hit. The MTA didn’t declare their highest contingency plan until it was too late to recall workers to clear essential equipment and move equipment to where it would be sheltered/protected.

… But much of it was idle yesterday in Manhattan. Dozens upon dozens of plows were idle at West Side storage yards when they could have been convoyed to Brooklyn, Queens or Staten Island to provide additional relief and assistance in clearing roads.

I’m thinking of flooded school buses in NOLA …


I think that’s going to be something that the Sanitation Dept has to address.
