They were not stable at all if you consider the proxy wars. Millions of people died during the Cold War because of these “grass fires” as TAC would call them. Cambodia, the Khemer Rouge, Killing Fields, Los Desaparecidos, Pinochet, Castro, Che Guevara, etc. Even during routine spy vs. spy operations 100s of American died under fire or were taken prisoner. The Middle East. The creation of the Syrian regime, and all the way down to the belligerency against Israel from Arab states many of whom were sponsored by the Soviets. All of this was satellite to the Cold War. It was far from stable.

True that. It was only stable if you though of the Cold War as NATO and the Soviet Bloc glaring at each other across fortified lines in Europe. Elsewhere, it was a pretty hot affair.
