I’ve taken another look at the video. There was a bridge maintenance crew on the bridge at the time - note the flashing lights on the bridge. They were doing overnight repairs/maintenance. No idea how many workers were on the bridge.

Also, there’s a splash immediately preceding the pier hit that takes down the span. That’s the ship likely hitting the lone fender protecting the pier. It did nothing to stop the ship or deflect it out of the way.
