It was old Uncle Ed’s knee is acting up or a telegram to the nearest city. I really have no idea. The National Weather Service might have some history on how they forecasted weather before satellites.
A nor’easter moving up the coast would probably be detected further south. Beyond that I expect there would be coastal stations when there were telegraphs and I expect some budget for weather ships once there was radio. Or at least some data collection from freighters and fishing vessels.
