We need to acknowledge that those who bear tools can’t have just their behavior regulated, the tools themselves need regulation because the humans who wield them are so unregulable.

Regulating behavior, by its very nature, is post facto enforcement. It’s already illegal to shoot people, but we can’t do anything about it until people get shot. By regulating the tools, and the ability to access those tools, we move towards being able to prevent people getting shot, rather than punishing after the fact.
