Riot control is not synonymous with shooting people. And I think it would send a message to the rioters: You cannot win anything, since we have more than enough to deal with you. Either stop your actions and go home or you’ll be beaten down and locked up.

Police state mentality. Police brutality, and the threat of police brutality, is not a deterrent to crime.

Neither is more police brutality on top of that.
