people whose job it is to run the infrastructure of government

not grey bureaucrats in dreary offices
not wielders of rolls of red tape
not the electeds

people. real people. americans. with jobs. doing them, or trying to.

with a wave and two idiotic words, dismissing - in fact dehumanizing - an entire sector of the economy and populous.
