We could solve the electoral college problem without a constitutional amendment. Just enlarge the House.

The last time we expanded the House, to its current 435, was 1927. The population of the country was less than 130 million that year. If we up the House to 700 or 800, then EC results would line up with the popular vote.

There would still be the problem of the Senate, with 70% of the seats being for States that have 30% of the peopleā€¦ but at least the EC would be okay.

Be very careful for what you wish for. Just imagine a House of Representatives having 700 - 800 members. Every member would be a prima-donna with a private agenda. That number would probably have multiple political parties which would require coalitions for every issue which comes up. Nothing would ever get done.
