My understanding it was a signature bond: They simply said they would keep Santos in line, but lied about their assets. They are conservatives, after all.

There are two-tiers of justice though: Republicans, and everyone else.

To be fair, I feel like Santos is a relatively low risk for not showing up. As a member of the House of Representatives of the United States, his whereabouts are generally known. The court may have felt comfortable taking them at their word with such a high-profile person.
