Such fantasies seem to be part of the game these days, like the similarly unlikely fantasy that it would be possible to abolish the filibuster without it being exploited the next time the majority shifts in the halls of Congress.
My preferred fantasy is an amendment to simply require that all votes in both houses, unless otherwise specified in the constitution, be decided by simple majority. It would be interesting to learn which way has bigger downsides… ;)
