When the government was shut down in 2019, Pelosi asked Trump to either delay the speech or submit it writing. Because of security concerns. So Trump delayed the speech until the shutdown was over.

I would not be surprised to see the current weaselface simply say, give it to us in writing to prevent Biden the bully pulpit. Of coure, no one can stop Biden from giving the speech in front of another audience.
