Yeah but isn’t there supposed to be a barrier of sorts between DW and Torchwood (while it lasted)? The former is family oriented, while the latter is/was most decidedly aimed towards adults. This, in addition to the absence of any direct link between Frobisher and the Doctor from the past.

The barrier’s sort of wibbley-wobbley, at least in the sense that characters from one production will show up in another for one-off episodes, but one really couldn’t call them crossovers in the sense that there’s a conjoined storyline. A sense of “What happens on your side of the pond stays on your side of the pond.”
