Didn’t Ahmed Younis defect sometime between receiving those orders and NATO’s involvement?
What’s your point here? Nobody disputes that at the time of NATO involvement the rebels were losing, badly. They’d been routed, pushed back all the way to Benghazi with loyalist forces entering the city. The fact that Younis had defected a month earlier didn’t do anything to prevent an imminent civilian massacre, NATO did.
