That happens to be incorrect, unless like california state law intervenes. Machine guns can be used for exhibition/target/sport (non hunting) given some paperwork and fees.

I have not mentioned this in a long while but I still think the FAA single engine then commercial then maybe multi engine style of rules is best. Regulate the person and the device as a set. If you qualify you get the better/bigger equipment rating.

We are talking not about laws, but about common sense.
