Wil’s tweet only makes sense if the reader understands what a GJ is and does. The GJ just decides whether there’s enough evidence to take a case to trial. Usually, as others here have noted, it is rare in a death-related case for a GJ NOT to indict. Thus, the accusations that McCullough and the PD were in cahoots to persuade the GJ to not send the case to trial.
It would be a far more productive analysis to look into the bolded above.
