Perhaps so. Focus on the Family played a role in getting that bill through.

When it comes to gambling there are four factions - they are trying to limit each other’s market share. Theres’ the “no gambling” faction, the Indian Gambling faction, the Legalized States Gaming interests, and there are the offshore interests. All four factions grease both sides of the wheel, and some also rally some of the wingnut factions to arms when they want to beat down one of the other interest lobbies. (e.g. Indian Gaming Abramoff / Reed,; Legal Gambling, Reid are examples of two competing factions)
