It would be possible to expand LGA, but it would involve either filling in the bay between the airport and Rikers Island (relocating the city jail in the process), or moving the land-side portion of the airport - terminals, parking, etc. to a new structure built over the Grand Central Parkway. I don’t see either happening.

So, the airport will remain a regional airport as far as most trips are concerned since it can’t handle the bigger planes.
