GM screwed it up is why. They opted at some point to start running Saturn plants like any other GM plant rather than their pseudo-Japanese high assured quality set-up.

I don’t know much of the details but I think the union contract had something to do with it - Saturn was as much about GM trying to do an end-run around the unions than it was about black-belt six-sigma awesomeness.
