Check all connections. make sure you have fully inserted them and that they are in the right places. the kybd and mouse may have similar plugs.

If xp boot into safe mode. if success then check mouse and kybd drivers. (hold down f8 on restart before sign in screen I believe). do a shutdown or restart. sometimes a shutdown and then turn back on after 15 seconds can clear up glitches it will also allow you to access your bios setup screen to check if the hardware is working at that level.

If I was a betting man, you’ll find the wires aren’t connected properly. I have worked as electronic troubleshooter and done same with computers and the number one most common error is failing to connect 1 or more wires correctly. (even the power plug gets forgotten)

If you have xp op sys and can obviously get on web, write down the exact error messages/information boxes and plug into google to see if an answer exists. If you have more info, I might be able to offer more help.
