Making disaster response a state responsibility is not privatization. Moreover, Romney was talking best practices, and shifting funds where possible does not mean shutting down FEMA entirely. And lastly this:

So moving the expense to the states makes it free (so our children will not be burdened)? It will not have to be paid for if we move it to a states responsibility? All 50 states can buy the needed equipment (duplicating many other states purchases rather than sharing a centralized command and deployment)?
