One MSNBC program yesterday (don’t recall which) mentioned that 30+ years ago Senate legislation routinely passed based on majority vote. What changed so that all legislation now requires filibuster-proof majorities?

I believe that back in the day, you needed to actually hold the floor to filibuster a bill. A really infamous case of this was when Strom Thurmond was on the Senate floor for more than 24 hours straight to try to filibuster the Civil Rights act of 1964, IIRC, reportedly going to the extent of going to a sauna to dehydrate himself beforehand.
