Terror Bombings. To my (admittedly different) mind, I see a rockets with a low likelihood to hit me and my positions. Perhaps little groups of rebels could go out and destroy the launchers with RPGs? Gaddafi’s troops are strained, meaning there may not be a huge amount of protection, and Gaddafi’s men’s morale is low.
