Germans love cash money and unlike other places like Scandinavia, which have gone almost entirely cashless, The Germans do not like the thought of people being able to track your every transaction.

Has nothing to do with the story but the thought of Germany and Cash makes me remember sitting in a phone booth in 1983 in Illesheim, Germany with a huge pile of 5 Mark coins (roughly $1 each at that time) to make a phone call to my family stateside :D
