It chaps my hide that Congress made it open invitation to new non state actor groups, it needs to be set so each new group added takes a full vote of congress.

Groups can dissolve and reassemble them with ease, whether they’re terror groups or political parties. To take the case of Belgium, Vlaams Blok was banned because it ran afoul of an anti-racism law. So IIRC, its members just created a new party Vlaams Belang (Flemish Interest).

Terror groups can do this as easily. Hell, even if one creates a legal definition of a terror groups to account for groups disbanding and reassembling, I can even foresee a future where terror groups hire lawyers or legal experts (or have their own in-house terror lawyers) to determine how much they have to change not to run afoul of various prohibitions on terror groups.
