There is no strict borderline between facts and opinions, so there will always be some crossingover.
That, say, a riot occurs, is a fact.
The reason for the riot will be an opinion of somebody.
The reporter can report that the rioters “claim to be rioting for this reason”, and that is a fact, the rioters are making such claims.
But a reporter who says, “they are rioting because of this reason”, has inserted his own opinion as to the cause of the riot.
