Im okay with helping Baltimore on the cost of reconstruction of the bridge. But Im left wondering about whoever insures Maersk. Lloyds of London? Should they not bear the costs?

You’re going to have multiple insurers. Maersk had hired the ship to carry cargo, but Singapore-based Grace Ocean Pte Ltd owns the ship and it is managed by Synergy Marine Group. All of those parties are likely to have to pay out damages/insurance funds (or seek subrogation from the others I just named).
