There were many rumors of shenanigans happening between the stacks of my university library when I was a student. We had an open stack library and there were also study carrels for students lucky enough to snag one in the lottery. So, IOW, many opportunities for privacy late at night.

Not sure it would work very well in public libraries, though. Then again, I have not gone to public libraries looking for that kind of action, so I could be mistaken.
