This also would have been the case had there been sufficient evidence to prove that Russia actively interfered in the 2016 election (and by “actively”, I mean by physically changing vote totals - I’m not convinced that this happened, though I think there’s ample evidence that they were up to social engineering shenanigans and providing laundered money).
