The Constitution is flawed because it’s only a charter of “negative liberties” is a true statement. It’s not a statement of what you can do, but only what you can not do. It did not give women or blacks the right to vote for example, and that flaw was corrected.

IMHO, it did not give them the right as much as it recognized that they have the right and it was/is illegal to suppress it.
