The way I solved it was that 1.4/7.something is a little less than 1.4/7 = .2/1 (divide by 7), so whatever is a little lower than 20%. Had the choices been 19%, 18%, 17%, and 20%, it would have taken more work.

I had to figure it out by thinking “about 7 billion people”: and 70 is 5 times 1.4, (because 10 x 7, 7 is half of 14), so about 1/5th: 18% was about the closest figure that made sense. Also, as common with WWTBAM, at least two of the given choices were ridiculous.
Awkward calculation to be sure, but then, I will freely admit to being virtually innumerate.
