Keep it simple:
1.) Don’t abuse power to harass opponents (as with Ukraine extortion)
2.) Don’t try to overturn elections

Personally, I don’t know why Biden waited this long. The Ukraine extortion was directed at him, and the January 6th insurrection was over a year and a half ago.
