I had forgotten about the 2019 “reform”: but I agree with your conclusion: no way the Tories (no matter how unpopular they are: since Conservatives usually only care about popularity per se at election time) are going to chance another election one minute before they absolutely have to. My guess is that they are going to implement whatever BS they can, and hope that the economy has improved enough by 12/24 that the voting public won’t remember all the shit.
