It wouldn’t qualify under INA 320. It would instead qualify by virtue of being born in the US. Remember, the whole fucking thing was written by lawyers and bureaucrats, who aren’t in the goddamned business of making shit understandable.

I suspect there will be lawsuits flying from civil libertarian groups, based on precedent, the XIV Amendment (especially concerning women stationed overseas), &c.
