So, these appointment are permanent and can’t be changed?

It’s not that they can’t be changed, but where does a person start? There are hundreds of jobs that, as reine pointed out, have civil service protection - and before leaving office the bush admin appointed a lot of industry people to positions of influence in various areas. The Obama administration has been focused on things like the economy (stopping another depression), health care reform, fixing our image abroad, etc…they haven’t exactly been going through the duct work looking for bush appointees to fire and replace, so yes, a lot of people are still there.

That’s simple fact. That’s not to say they’re all incompetent and corrupt.
