Doesn’t have to be that way. Owing to Iraq and Afghanistan we’ve now got lots of people experienced with accounting for aid money. They should be contacted and brought in to oversee distribution of aid. Some waste in unavoidable, but e know know how to keep that waste down to a minimum.
