They’re phasing out the 100 watt bulbs, and the bulb classifications will no longer be expressed in terms of watts (usage), but by lumens (output).

This way, people will no longer figure that they’re getting a 60 watt equivalent bulb when they buy a 12w CFL - instead they see that the lumens are 750 (or thereabouts). Output temperature (color) is also noted on the new bulbs, which is the major issue with incandescent alternatives - whether it’s CFLs or LED or halogen.

Also, technically incandescents are not being banned, manufacturers have to find ways to reduce power consumption and a couple of incandescents are coming to market that reduce consumption to meet the new law.
