I think the biggest sticking point going forward is that Mueller did not make a conclusion on obstruction, but also did not exonerate Donny. That the decision on that was Barr’s and Rosenstein’s and they decided that because Mueller concluded there was no clear evidence of conspiracy, there could be no “corrupt intent” on Donny’s part to sustain an obstruction charge.

Which is in my opinion anyhow why this requires further investigation without Barr or DOJ looking over the investigators’ necks.
