As JCM pointed out upthread it’s not even making a dent in the number of gas guzzlers on the road. I don’t think it could even realistically expanded enough to even make a difference in that respect. It’s stupid.
However, as a stimulus measure to get people buying cars, spending money, etc it might be effective. As a means to remove certain cars from the road it’ll be a failure.

Agreed. But isn’t one of the selling points about reducing our carbon fartprint?
