The UK doesn’t have a written constitution. They run mostly off of tradition. But I think, technically, Liz still has power, it’s just been delegated or has entropied due to lack of use.

Long and short of it is that Liz could have refused Boris’ request, but it would have meant going against centuries of precedent and getting the Crown involved in a very messy situation. Even if he outright lied in his motivations for making the request, that’s not really for her to judge as he is still the leader of the popularly-elected gov’t until such time as elections are conducted.
