I was an underground miner for years running a powder wagon and loading shots. If he’s got a toolbox full of anfo, that’s not enough to do shit but but a hole in the sidewalk. It also need at least a 1/4 stick to set it off. A blasting cap won’t do it. It’s extremely stable when static.
