If a person is to be identified, I do expect the skin color to be a part of the description (unless we’re talking about a very “homogeneous” society), just as any other more obvious characteristics (clothes, individual “marks”, whatever). That this may lead to certain tragic consequences in more racist societies is neither here nor there when it comes to the question of whether or not to include it in the description. If a racist cop is gonna shoot a black person, they will shoot them after id’ing them by clothes. No diff there.
