There used to be arguments every year over when it started and you’d end up with one group of people starting/ending a day before/after the other one. Now most people just follow ISNA/Fiqh Council of North America which “recognizes astronomical calculation as an acceptable Shar’i method for determining the beginning of Lunar months including the months of Ramadan and Shawwal.”
