Naaah, disgustingly, Curt Sliwa is still viewed as some sort of folk hero in NY: and people here (over-sensitively, but somewhat understandably) get freaked out by “crime” issues, so - egregious as it was - I wouldn’t expect much *official* action taken.
Civil action, OTOH? If I were the guy they tackled, I would have been on to sharkiest lawyer I could get off a bus-stop bench ASAP. And the fact that there was live video of the incident could only boost his case…

PS: the NYT report on this said that the victim reportedly had some apparently shoplifted items in his backpack, so you know the tabloids will be all over that trying to excuse the vigilantism: doubtful that it will be of much relevance, though….
