I would expect that the bill will state that it is not covered by the Supreme Court jurisdiction. The Congress is perfectly able to pass a law and include legislation saying that the Supreme Court has no jurisdiction and cannot review.

Although Congress can only alter the Supreme courts appellate jurisdiction, not it’s original jurisdiction. So if the court decided supreme court ethics is part of it’s original jurisdiction then congress can’t limit it.
