Browsers these days, once you start them, or on startup depending on what you’ve allowed, don’t actually shut down when you close the windows. That way they respond faster the next time you open it. But that can mean that, if they get in a weird state, they won’t get out of it until you force it to completely shut down.

Mine got in a weird state where the laptop would not shut down. I fixed it with a restart, which must have forced a shutdown that was stuck somewhere. Pardon my technical lingo.
